Hi, Green Goblin. How are you doing?
You see, this PSX Dracula X ROMHacking was almost entirely made by Rafael Silva, AKA "Dracula350" and "Xavier" in some other places.
LucJedi and Unknown Master have made a great job with the graphics and pointers and I've been responsible for translating some of script and adaptations to the Brazilian Portuguese.
Unfortunatelly, this was the only project that Rafael Silva have made (for personal matters) and we don't have any actual contact. But don't worry, as far as I know he haves a YouTube Channel, from where we still can try to reach him.
Even if there's no result about him, in this forum we have a lot of great programmers, Like Denim, Ondinha, Solid One, Anime World, OX-Carnage, Caws etc.
I'll see if I can find any actual contact form Rafael and if so, I'll send you a MP (Mensagem Privada - Private Message).
